Overview
I am the Director of the LLB English Law and French Law/Master 1 (Maitrise en Droit). My research interests lie in Administrative Law, Constitutional Law and Legal Theory with a particular focus on the theory and practice of French Constitutional and Administrative Law in a historical context and comparative perspective.

Research
My research interests lie in Administrative Law, Constitutional Law and Legal Theory with a particular focus on the theory and practice of French Constitutional and Administrative Law in a historical context and comparative perspective.
By examining the phenomenon of government by informal rules chiefly through the study of the interpretation of law by administrative institutions, my current work addresses the problems associated with the construction of administrative law and its relationship with the role of the administrators themselves and their use of soft law instruments. In the light of legal theories of interpretation, my current research aims to challenge the doctrinal affirmations that the central role played by administrative bodies in interpreting the law has contributed to the decline of the law and the emergence of a bureaucratic crisis. This field, which is of particular theoretical and practical importance, encompasses comparative French / UK administrative law and practice and is the basis for an examination and analysis of a new European administrative law paradigm.
Franco-British academic partnerships: The next chapter
The academic excellence and growing international importance of dual qualification law programmes in higher education in Europe formed the subject of two recent events in which Dr Frederic Rolland, the Director of the University of Exeter Law School’s flagship LLB European/Maitrise programme, contributed.
The Times Higher Education and the Franco-British Council organised a seminar at the French Embassy in London, attended by the French Ambassador, entitled ‘Franco-British Academic Partnerships: The Next Chapter’. The most prestigious French research-led institutions and universities were represented, notably:
les Ecoles Normales Supérieures de Paris et de Lyon, les Ecoles Centrales de Paris et de Nantes, l’Ecole des Sciences Politiques de Paris, l’Ecole Pratique des Hautes Etudes, l’Ecole des Hautes Etudes Commerciales (HEC), etc., les Universités de Paris I-Panthéon-Sorbonne, Paris 5-Descartes, Paris 6-Pierre et Marie Curie, Paris 7-Diderot, Paris 10-Nanterre, Paris 13-Nord, Paris Est-Créteil, Evry Val d’Essonne, Versailles, Limoges, Tours, Rouen, Lille 2, Nantes, Rennes, Aix Marseille 1 and Lorraine.
This landmark event followed a colloquium held in the Maison Française of the University of Oxford entitled ‘L’Enseignement et la Recherche en Droit Français au Royaume-Uni et en Irlande : Etat des lieux, Spécificités et Perspectives’.
